Overview
This position is for an Attorney III within the Office of Plan Licensing (OPL) under the direction of the Assistant Chief Counsel. The role involves performing sensitive and complex legal work related to health care service plans, including providing leadership on plan benefits, payment arrangements, risk and delegation agreements, compliance with Director’s Letters, and reviewing complex legal matters. The work supports the administration and regulation of health plans pursuant to the Knox-Keene Health Care Service Plan Act of 1975 and Federal Health Care Reform implementation.
Responsibilities
- Provide legal direction and leadership on health care service plan benefits and payment arrangements
- Review and analyze complex legal issues related to health plans
- Conduct legal research relevant to health plan administration and regulation
- Assist in implementing compliance with Director’s Letters
- Support the development and enforcement of policies under the Knox-Keene Act and Federal Health Care Reform
Requirements
- Must meet the Minimum Qualifications for the Attorney III classification as specified in the Class Specification
- Must clear a background investigation prior to hire, including fingerprinting and criminal record check
- Must be a California resident and maintain residency if teleworking
- Submission of transcripts if using education to meet minimum qualifications
- Submission of a cover letter explaining interest in the Attorney III position within the Office of Plan Licensing
Preferred Qualifications
- Expertise in health care service plan programs, benefits, operations, reform, and trends
- Experience in health care law
- Background in the health care industry
- Ability to provide consultation services to management
- Leadership skills in developing and implementing policies and procedures
- Strong oral and written communication skills
- Good judgment and ability to follow established procedures
- Ability to manage shifting priorities and meet deadlines
Compensation & Benefits
- Salary range: $10,852.00 - $15,325.00 per month (salary does not include temporary salary reduction under the Personal Leave Program 2025)
- Permanent, full-time position
- Eligible for hybrid telework subject to operational needs and policies

- Office environments located in Downtown Sacramento and Rancho Cordova, near light-rail and amenities
