Overview

This position involves performing sensitive and complex legal work related to health care service plans under the direction of the Assistant Chief Counsel. The role includes providing leadership and guidance on plan benefits, payment arrangements, risk and delegation agreements, compliance with regulatory directives, and reviewing complex legal matters. Legal research will be conducted in connection with the administration and regulation of health plans pursuant to the Knox-Keene Health Care Service Plan Act of 1975 and Federal Health Care Reform implementation.

Responsibilities

  • Provide direction and leadership on plan benefits and provider payment arrangements
  • Oversee risk and delegation agreements
  • Implement compliance with regulatory directives such as Director’s Letters
  • Review complex legal issues related to health care service plans
  • Conduct legal research related to health plan administration and regulation

Requirements

  • Must meet the minimum qualifications for the Attorney III classification
  • Possession of a valid law license and relevant legal experience
  • Ability to pass a background investigation including fingerprinting and criminal record check
  • California residency required for telework eligibility

Preferred Qualifications

  • Expertise in health care service plan programs, benefits, operations, reform, and trends
  • Experience in health care law and the health care industry
  • Ability to provide consultation services to management
  • Leadership skills in developing and implementing policies and procedures
  • Strong oral and written communication skills
  • Good judgment and ability to follow established procedures
  • Ability to manage shifting priorities and meet deadlines

Compensation & Benefits

  • Salary range: $10,852.00 - $15,325.00 per month
  • New state employees typically start at the minimum salary
  • Position is subject to a temporary salary reduction under the Personal Leave Program 2025
  • Eligible for state employee benefits (details available on the state benefits website)

Work Location & Telework

  • Location: Sacramento County, California
  • Work environment: Climate-controlled office or cubicle with artificial lighting
  • Hybrid telework may be available based on operational needs and state telework policies
