Overview
An opportunity is available for an Attorney within the Office of Enforcement at a state health care regulatory agency. This role involves performing sensitive and complex litigation work related to health care service plans under the Knox-Keene Health Care Service Plan Act of 1975 and its implementing regulations.
Responsibilities
- Prosecute and defend civil and administrative cases involving managed health care laws.
- Draft discovery documents and legal correspondence.
- Represent the agency at hearings and in all California courts.
- Conduct legal research and provide legal advice and opinions to management.
- Develop litigation strategies and tactics.
- Prepare legal documents including cases, opinions, briefs, memoranda, and reports.
- Assemble and evaluate evidence and interview witnesses.
- Conduct negotiations and manage case preparation for administrative law judges, trial, and appellate courts.
- Maintain superior organizational skills, accountability, and timely completion of assignments.
Requirements
- Must meet the minimum qualifications for the Attorney classification as specified in the relevant class specification.
- Must clear a background investigation prior to hire, including fingerprinting and criminal record check.
- Must be a resident of California and maintain residency if teleworking.
- Ability to work in a climate-controlled office environment.
Preferred Qualifications
- Experience performing in-house counsel work, including preparing legal opinions, analyzing legislation, and litigation tasks.
- Understanding of the administrative branch of state government and oversight agencies.
- Ability to maintain effective working relationships with colleagues, management, and other agencies.
- Strong analytical, verbal, written, and interpersonal communication skills.
- Superior legal research skills and ability to meet deadlines.

Compensation & Benefits
- Salary Range:
- Level A: $7,969.00 - $10,473.00 per month
- Level B: $8,969.00 - $12,026.00 per month
- Note: Salary ranges do not include a temporary salary reduction under the Personal Leave Program 2025.
- Permanent, full-time position.
- Eligible for hybrid telework subject to operational needs and state telework policies.

Location
- Work locations include Downtown Sacramento and Rancho Cordova, California.
- Both locations are accessible via light rail and offer various amenities.
