This role supports a heavy rail transit initiative being developed for Southern California under a collaborative partnership. Work takes place in a multidisciplinary environment focused on delivering innovative, sustainable, long-term mobility solutions to enhance connectivity and support regional growth.
Job Summary
Manages and performs activities associated with formation, tendering, award, and administration of moderately complex contract packages for the project. Responsibilities include bidder prequalification, bidder lists preparation, bid solicitation, bid analysis, negotiation and execution of contracts, and contract administration and close-out—ensuring accountability for work products tied to project milestones, quality standards, and safety standards.
Major Responsibilities
- Undertake market engagement to inform and align project strategies based on market feedback.
- Form Request for Tender (RFT) packages.
- Issue bid request packages to approved bidders.
- Prepare Evaluation Criteria for input and approval by the Project Team.
- Arrange tenderer questions/answers (RFI’s) and coordinate responses to tenderers.
- Receive tenders and manage commercial evaluations.
- Ensure technical evaluations meet project and company requirements.
- Prepare Commercial Bid Summary and Overall Recommendation to Award subject to Contract.
- Prepare contract documents.
- Prepare and maintain control and status reporting documents.
- Prepare and organize tenderer meetings/workshops (e.g., bid clarification and pre-award meetings) to ensure complete understanding and agreement among stakeholders on contractual matters.
- Administer assigned contracts by continually reviewing progress and providing management with information regarding projected financial or technical difficulties.
- Coordinate with designated staff on operational activities affecting contractual rights and obligations, contract performance, contract administration, and other major matters.
- Administer moderately complex contract changes by negotiating with contractor and customer personnel and obtaining settlement.
- Lead resolution of contractual discussions of moderate complexity.
- Ensure mutual understanding of contract terms and conditions; support preparation of periodic status reports for management.
Education And Experience Requirements
- Requires bachelor’s degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.
Required Knowledge And Skills
- Experience and coursework in pricing, contract law, contract drafting, administration, and negotiation of change orders; effective correspondence; planning and scheduling.
- Thorough knowledge of contract formation and administration.
- Extensive knowledge of contract management and negotiations gained through education or experience.
- Knowledge of when to engage legal counsel.
- Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and company policies, procedures, and work practices.
- Skill in working and informing effectively, both orally and in writing, with other project functional groups and stakeholders across all levels.
Compensation & Benefits
Salary Range: $136,680 - $184,920 annually (final salary offered is determined by education, experience, and qualifications of the applicant).
