Overview
Government Compliance Counsel supports compliance with public procurement laws, regulations, and internal policies, helping protect organizational assets and reputation.
This role supports the Government Compliance Officer and Director of Government Compliance in implementing and managing the Government Compliance program. It also serves as a subject matter expert on public procurement rules and Government Compliance obligations, including conflicts of interest risks when working with government clients and post-government hiring rules for current and former government employees.
The Government Compliance Counsel partners with Legal and business stakeholders to understand and apply the Government Compliance program.
Responsibilities
- Support the implementation and execution of Government Compliance program initiatives, including:
- Development and delivery of Government Compliance training
- Development, review, and implementation of Government Compliance policies and internal controls
- Planning and drafting Government Compliance communications with internal stakeholders
- Working with senior management and outside counsel to conduct risk assessments, recommend improvements to the Government Compliance program, and support implementation of adopted recommendations
- Working with internal stakeholders to build Government Compliance and monitoring tools to help executives flag, escalate, and mitigate compliance risks
- Provide objective, practical advice and solutions to business units and Legal professionals on:
- Compliance with public procurement rules and Government Compliance obligations
- The Code of Business Ethics
- Government Compliance policies and related policies
- Collaborate with Legal colleagues and business stakeholders to identify, analyze, and mitigate Government Compliance risks
- Collaborate with Legal Mergers & Acquisitions and Corporate Development to identify, analyze, and mitigate substantive Government Compliance issues
- Collaborate with CORE colleagues to:
- Stay abreast of compliance industry best practices and changes in laws and regulations and provide thought leadership on Government Compliance efforts
- Assist in development of related policies to address business and legal requirements
- Conduct localized training on Government Compliance issues
- Respond to and help manage internal audits and internal investigations related to Government Compliance issues
- Assist Litigation & Disputes in responding to government inquiries or investigations related to Government Compliance issues
- Coordinate with and leverage expertise from CORE, Global Contracting, Contract Management, and outside counsel as necessary
Requirements
- JD or equivalent law degree
- Minimum of 5 years as a Compliance Attorney with expertise in public procurement rules and US Government Compliance obligations
Preferred Qualifications
- Experience with a law firm or global corporation
- Familiarity with the European Union public tender laws and procedures
Professional Skills
- Deep knowledge of public procurement rules and Government Compliance obligations (anticorruption and other related subject matters preferred)
- Deep knowledge of compliance and ethics frameworks for global corporations in connection with Government Compliance issues and programs
- Extensive experience developing Government Compliance programs, including:
- Preparing policies and internal controls
- Conducting Government Compliance training
- Responding to government investigations
- Drafting and reviewing contracts
- Good judgment, ability to prioritize and make decisions, and ability to identify risks before they materialize
- Good business acumen and knowledge of business strategy (or similar business strategy at another company)
- Ability to synthesize complex legal analysis into clear recommendations
- Executive presence and ability to work effectively with senior business leaders and law firm partners
- Strong writing and negotiation skills
Compensation & Benefits
- Compensation varies depending on office location, role, skill set, and level of experience.
- As required by local law, a reasonable compensation range is provided for roles that may be hired. Annual salary ranges by location:
- California: $132,500 to $338,300
- Colorado: $132,500 to $292,200
- Connecticut: $132,500 to $292,200
- District of Columbia: $141,100 to $311,200
- Illinois: $122,700 to $292,200
- Maine: $112,900 to $249,000
- Maryland: $132,500 to $292,200
- Massachusetts: $132,500 to $311,200
- Minnesota: $132,500 to $292,200
- New York: $122,700 to $338,300
- New Jersey: $141,100 to $338,300
- Ohio: $122,700 to $270,600
- Virginia: $122,700 to $311,200
- Washington: $141,100 to $311,200
