Overview

This role involves serving as Government Compliance Counsel, focusing on ensuring compliance with public procurement laws, regulations, and internal policies to protect the organization's assets and reputation. The position supports the Government Compliance Officer and Director in managing the Government Compliance program and acts as a subject matter expert on public procurement rules and government compliance obligations, including conflicts of interest and post-government employment rules.

Responsibilities

  • Support implementation and execution of the Government Compliance program initiatives, including:
    • Development and delivery of compliance training
    • Development, review, and implementation of policies and internal controls
    • Planning and drafting communications with internal stakeholders
    • Conducting risk assessments with senior management and outside counsel
    • Recommending and supporting implementation of program improvements
    • Building compliance and monitoring tools for executives to identify and mitigate risks
  • Provide practical advice and solutions regarding compliance with public procurement rules, government compliance obligations, the Code of Business Ethics, and related policies
  • Collaborate with legal and business teams to identify, analyze, and mitigate compliance risks
  • Work with Mergers & Acquisitions and Corporate Development teams on government compliance issues
  • Provide thought leadership by staying current on industry best practices and regulatory changes
  • Assist in policy development to address business and legal requirements
  • Conduct localized training on government compliance issues
  • Respond to and manage internal audits and investigations related to government compliance
  • Assist Litigation & Disputes teams in responding to government inquiries or investigations

Requirements

  • Juris Doctor (JD) or equivalent law degree
  • Minimum of 5 years as a Compliance Attorney with expertise in public procurement rules and U.S. government compliance obligations
  • Ability to travel occasionally and manage resources remotely

Preferred Qualifications

  • Experience with a law firm or global corporation
  • Familiarity with European Union public tender laws and procedures

Professional Skills

  • Deep knowledge of public procurement rules and government compliance obligations; knowledge of anti-corruption and related areas preferred
  • Extensive experience developing government compliance programs, including policy and internal control preparation, training, responding to investigations, and contract review
  • Strong judgment, prioritization skills, and risk anticipation
  • Good business acumen and understanding of corporate business strategy
  • Ability to synthesize complex legal analysis into clear recommendations
  • Executive presence and ability to work effectively with senior business leaders and external partners
  • Strong writing and negotiation skills

Compensation & Benefits

Compensation varies by location, role, skill set, and experience. Below are annual salary ranges by location:

  • California: $132,500 to $338,300
  • Cleveland: $122,700 to $270,600
  • Colorado: $132,500 to $292,200
  • District of Columbia: $141,100 to $311,200
  • Illinois: $122,700 to $292,200
  • Maine: $112,900 to $249,000
  • Maryland: $132,500 to $292,200
  • Massachusetts: $132,500 to $311,200
  • Minnesota: $132,500 to $292,200
  • New York: $122,700 to $338,300
  • New Jersey: $141,100 to $338,300
  • Virginia: $122,700 to $311,200
  • Washington: $141,100 to $311,200
