Overview
A healthcare technology company is seeking a Senior Attorney, Regulatory & Licensing to join their legal team. This role focuses on navigating the evolving state and federal regulatory landscape affecting pharmacy benefit manager (PBM) operations, pharmacy, healthcare technology, digital prescribing, and drug pricing transparency. The primary emphasis is on state-level PBM regulation, including licensing, registration, reporting, contracting, transparency, network access, and related operational requirements.
This position requires both strategic insight and hands-on legal support, advising senior leadership and cross-functional teams on compliance and regulatory obligations to enable continued innovation within a compliant framework.
Responsibilities
- Monitor, interpret, and help implement emerging state PBM, pharmacy, and healthcare laws and regulations, including licensing, registration, reporting, contracting, transparency, network access, and operational requirements.
- Advise internal stakeholders and senior management on federal and state healthcare regulations related to PBM, pharmacy, pharmaceutical, and healthcare IT.
- Support review, negotiation, and drafting of technology, healthcare, and pharmacy-related contracts, ensuring regulatory, licensing, reporting, and operational requirements are incorporated.
- Collaborate with business leaders, IT, security, operations, and compliance officers to align legal guidance with business objectives and operational execution.
- Interface with state and federal regulators, examiners, and other external parties.
- Work with legal team members to develop standard agreements and improve processes for quality, consistency, and efficiency.
Requirements
- Strong knowledge of state-level PBM, pharmacy, and related healthcare regulatory requirements, including licensing, registration, reporting, contracting, transparency, network access, and operational compliance.
- Ability to monitor, interpret, and operationalize emerging state and federal healthcare regulations, particularly in PBM, pharmacy, prescription drug, healthcare technology, or payor environments.
- Experience working with state licensing authorities, regulators, examiners, and other regulatory bodies.
- Skill in translating complex and evolving legal requirements into practical business guidance for legal, compliance, operations, product, technology, and executive teams.
- Working knowledge of drug pricing transparency, rebates, formulary design, retail pharmacy network access, HIPAA, data privacy, security, and data sharing requirements.
- Experience supporting healthcare, pharmacy, PBM, healthcare technology, or payor-related contracts, including advising on regulatory, licensing, reporting, and operational requirements.
- Strong analytical and problem-solving skills with sound judgment balancing legal risk, regulatory expectations, business needs, and operational feasibility.
- Excellent written and verbal communication skills, capable of providing clear, practical advice to both legal and non-legal stakeholders.
Education and Experience
- Juris Doctor (JD) from an ABA-accredited law school.
- Admission to practice law in good standing in at least one state or equivalent licensing authority.
- Minimum of 7 years of relevant legal experience; 10+ years preferred.
- Significant experience in healthcare regulatory, PBM, pharmacy, healthcare technology, payor, prescription drug, or related highly regulated healthcare matters.
- Prior in-house legal experience strongly preferred; comparable law firm experience advising healthcare, PBM, pharmacy, healthcare technology, payor, or prescription drug clients will be considered.
Compensation and Benefits
- Projected annual salary range: $195,000 to $245,000, based on experience, healthcare and regulatory expertise, interview feedback, internal equity, and location.
