Overview

The organization is seeking a Senior Manager, Government and Commercial Contracts to manage both commercial and government contracts across multiple locations, including non-U.S. based locations, for multiple product lines in the Aerospace and Space and Defense industries. This role also provides direction and guidance on all subcontracts for ITD North America. The position works closely with senior Division business leaders and serves as a functional expert for areas including Pricing, Finance, Global Trade Management, Customer Service, and Sales.

Expected annual salary range: $149,000 – $219,000.

This role can be supported full remote for a qualified candidate currently residing in the US.

Responsibilities

  • Manage ITD prime U.S. Government and commercial contracts, including pre- and post-award support for prime and subcontract agreements.
    • Review solicitations, contract modifications, contract clauses, and statements of work.
    • Prepare, track, and manage contract documentation.
    • Liaise with contracting officers and other client-agency procurement staff.
    • Review and analyze contract terms and conditions to identify legal risks and business considerations.
  • Conduct negotiation of government and commercial contracts directly with the U.S. Government and Original Equipment Manufacturers (OEMs).
    • Coordinate the organization’s negotiating position with cross-functional partners including Program Management, Finance, Trade Compliance, Law/Intellectual Property, Customer Service, Pricing, and business/stakeholders.
    • Prepare and provide background data to support management in negotiation of legal issues contained in contracts.
  • Provide compliance oversight by applying:
    • FAR, DFARS, Truthful Cost or Pricing Data, Cost Accounting Standards
    • Trade Regulations
    • Contract-specific compliance issues
    • Corporate policies and standard procedures
  • Provide training on U.S. Government contracts and Company/Divisional processes, including preparation and presentation of training materials to new hires and ITD technical teams performing on government and commercial programs.
  • Support proposal initiatives by evaluating Requests for Proposals (RFPs), ensuring pricing accuracy for:
    • Direct labor, material, equipment, subcontracts, and indirect costs
    • Supporting documentation
    • Provide guidance to the proposal team and ensure all other terms are addressed by the appropriate functions, with approval for submission.
  • Provide expertise and oversight to support a compliant contractor purchasing system per DFARS 252.244-7001.
    • Advise Supply Chain Management on subcontracts.
    • Support development of an adequate SOW by the technical team.
    • Ensure proper flow-down terms and conditions.
    • Monitor subcontract performance and closeout.
  • Collaborate with Trade Compliance and Technology Directors and their teams to ensure compliance with U.S. export laws and regulations for U.S. Government programs, including contractual requirements related to:
    • U.S. citizen participation
    • Foreign national participation approvals or restrictions
    • Ensure the process is followed and documentation is maintained.
  • Lead cross-functional teams to develop and implement annual Global Contracts Compliance initiatives and develop organizational solutions to address audit trends.
  • Contribute to new business pursuits by analyzing significant and/or unique contract requirements, special provisions, and terms/conditions to ensure compliance with applicable laws, regulations, and corporate policies and procedures.
  • Develop and implement tools and automation to increase the speed and simplicity of processes.
    • Manage distribution, communication, and approval of ITD commercial and government contracts using DocuSign and SharePoint.

Qualifications

Basic Qualifications

  • BA degree in business or related field from an accredited institution.
  • Minimum 10 years of experience in Government, Military, or Aerospace Commercial Contracts.
  • Knowledge of FAR, DFARS, ITAR, and CAS.
  • Experience negotiating multiple-year Long Term Agreements in both Commercial and Government contracts is essential.
  • Immigration sponsorship/support will not be provided for this position, including CPT, OPT, STEM OPT, F-1 to H-1B, H-1B cap registration, O-1, E-3, TN status, and I-485 job portability, etc.
  • This position requires use of information or access to hardware subject to ITAR. Applicants must be U.S. persons as defined by ITAR (U.S. Citizen, U.S. Permanent Resident/“Green Card Holder,” Political Asylee, or Refugee).

Preferred Qualifications

  • MBA degree or J.D. strongly preferred.
  • Previous experience with Aerospace/Defense related contracts.
  • Ability to participate/lead new program pursuits from a Contracts and Compliance perspective, providing pricing and strategic terms/conditions guidance.
  • Ability to support proposal initiatives by evaluating RFPs and ensuring pricing accuracy for direct labor, material, equipment, subcontracts, and indirect costs and supporting documentation.
  • Ability to guide proposal teams to ensure appropriate functions address all other terms and submission approval is granted (Program Management, Finance, Trade Compliance, Law/Intellectual Property, and business/stakeholders).
  • Ability to manage all active North America contracts and provide advice on subcontracts with related procurement requirements.
  • Ability to impact profit through realized price/customer assertions and claims mitigation through Liability and Risk Management; and Production Expense through effective Change Management.

Compensation & Benefits

  • Expected annual salary range: $149,000 – $219,000 (general guideline; actual salary based on skills, experience, qualifications, and market/business considerations).
