Overview

This position is for an Attorney III within the Office of Plan Licensing (OPL), performing sensitive and complex legal work related to health care service plans. The role involves providing direction and leadership on plan benefits, plan and provider payment, risk and delegation arrangements, compliance with Director’s Letters, and reviewing complex legal matters. Legal research will be conducted in connection with the administration and regulation of health plans pursuant to the Knox-Keene Health Care Service Plan Act of 1975 and Federal Health Care Reform implementation.

This recruitment may be used to fill multiple identical vacancies occurring within 180 days of the closing date.

Responsibilities

  • Provide legal direction and leadership on health care service plan benefits and payment arrangements
  • Review and analyze complex legal matters related to health plans
  • Conduct legal research relevant to health plan administration and regulation
  • Assist in implementing compliance with Director’s Letters
  • Support the administration and enforcement of the Knox-Keene Health Care Service Plan Act and Federal Health Care Reform

Requirements

  • Must meet the minimum qualifications for Attorney III or Attorney as specified in the relevant classification specifications
  • Possession of a valid law license and relevant legal experience
  • Ability to provide consultation services to management
  • Strong oral and written communication skills
  • Good judgment and ability to follow established program procedures
  • Ability to adjust to shifting priorities and meet deadlines
  • Must clear a background investigation including fingerprinting and criminal record check prior to hire
  • Must be a California resident and maintain residency if teleworking

Preferred Qualifications

  • Expertise in health care service plan programs, benefits, operations, reform, and trends
  • Experience in health care law
  • Background in the health care industry
  • Leadership skills in developing and implementing policies and procedures

Compensation & Benefits

  • Attorney III Salary Range: $10,852.00 - $15,325.00 per month (salary does not include temporary Personal Leave Program 2025 salary reduction)
  • Attorney Salary Range: $7,969.00 - $12,026.00 per month depending on level
  • Permanent, full-time position
  • Eligible for hybrid telework subject to operational needs and policies

Location

  • Sacramento County, California
  • Office locations in Downtown Sacramento and Rancho Cordova, both near light-rail and amenities
  • Work environment is a climate-controlled office or cubicle with artificial lighting
