Overview
This position involves performing sensitive and complex legal work related to health care service plans under the direction of the Assistant Chief Counsel. The role includes providing leadership and guidance on plan benefits, payment arrangements, risk and delegation agreements, compliance with regulatory directives, and reviewing complex legal matters. Legal research will be conducted in connection with the administration and regulation of health plans pursuant to the Knox-Keene Health Care Service Plan Act of 1975 and Federal Health Care Reform implementation.
Responsibilities
- Provide direction and leadership on plan benefits and provider payment, risk, and delegation arrangements.
- Implement compliance with regulatory directives such as Director’s Letters.
- Review complex legal matters related to health care service plans.
- Conduct legal research related to health plan administration and regulation.
- Consult with management and assist in developing and implementing new policies and procedures.
Requirements
- Must meet the minimum qualifications for Attorney III or Attorney classifications as specified in the relevant class specifications.
- Background investigation clearance required prior to hire, including fingerprinting and criminal record check.
- Must be a California resident and maintain residency if teleworking.
- Submission of transcripts if using education to meet minimum qualifications.
- Submission of a cover letter explaining interest in the Attorney III position is required.

Compensation & Benefits
- Attorney III Salary Range: $10,852.00 - $15,325.00 per month (salary may be temporarily reduced under the Personal Leave Program 2025).
- Attorney Salary Range: $7,969.00 - $12,026.00 per month depending on level.
- Permanent, full-time position.
- Eligible for hybrid telework subject to operational needs and policies.

Location
- Work location is in Sacramento County, with offices in Downtown Sacramento and Rancho Cordova.
- Both locations are near light-rail and offer climate-controlled office environments.
