Overview
The Office of Enforcement (OE) within the Department of Managed Health Care is seeking a Legal Assistant to support litigation efforts enforcing managed-care laws. This role involves working independently and collaboratively on sensitive and complex cases prosecuting entities that violate the Knox-Keene Health Care Service Plan Act of 1975 and its regulations.
Responsibilities
- Provide legal support to attorneys and the OE staff related to enforcement of the Knox-Keene Act.
- Perform routine paralegal duties as well as more difficult technical legal tasks.
- Manage a caseload prosecuting health plans for failure to timely file grievance reports.
- Work under the direction of an attorney and supervision of a Supervisor I.
Requirements
- Must meet the minimum qualifications for the Legal Assistant classification.
- Ability to locate and interpret statutes and regulations accurately.
- Working knowledge of basic legal concepts, terminology, and procedures.
- Familiarity with legal reference materials such as the California Style Manual.
- Experience with legal research tools like Westlaw.
- Knowledge of case management systems such as ProLaw and eDiscovery software like Relativity.
- Ability to analyze statutes and regulations, apply facts, and determine compliance.
- Strong written communication skills to prepare clear legal statements and conclusions.
- Must clear a background investigation including fingerprinting and DOJ criminal record check.
- Must be a California resident and maintain residency if teleworking.
Preferred Qualifications
- Experience drafting, proofreading, and editing legal documents and correspondence.
- Demonstrated attention to detail and accuracy in reviewing legal materials.
- Ability to independently review cases for compliance with statutory and regulatory requirements.
Compensation & Benefits
- Salary Range:
- Range A: $4,371.00 - $5,473.00 per month
- Range B: $4,591.00 - $5,748.00 per month
- New hires typically start at the minimum salary of the classification.
- Position is eligible for the Personal Leave Program 2025, which includes a temporary salary reduction in exchange for leave credits.

Work Location & Telework
- Positions are based in Sacramento County with offices in Downtown Sacramento and Rancho Cordova.
- Both locations are accessible via light rail and offer climate-controlled office environments.
- Hybrid telework options may be available depending on operational needs and subject to state and departmental telework policies.
