Overview
The Office of Enforcement within the Department of Managed Health Care is seeking a Legal Analyst to support litigation efforts enforcing California's managed health care laws. This journey-level position involves providing legal analysis and paralegal support on complex cases related to violations of the Knox-Keene Health Care Service Plan Act of 1975 and its regulations.
Responsibilities
- Manage an independent caseload involving investigation, analysis, drafting of legal documents, and prosecution of procedural violations under supervision.
- Provide journey-level legal support to attorneys, including drafting and proofreading legal documents.
- Assist attorneys with discovery processes, including drafting, summarizing, and responding to discovery requests.
- Maintain electronic and physical case files.
- Support trial preparation by preparing hearing notices, processing subpoenas, communicating with courts and third parties, and reviewing evidence.
- Assist in administrative proceedings by preparing drafts of accusations and statements of issues.
- Serve legal pleadings in various jurisdictions including state, federal, appellate courts, and administrative hearings.
- Interact with courts, administrative agencies, and governmental entities to ensure deadlines are met.
- Perform other related duties as assigned.
Requirements
- Must meet the minimum qualifications for the Legal Analyst classification.
- Ability to work independently and as part of a legal team.
- Strong written and verbal communication skills, including legal drafting and proofreading.
- Knowledge of legal concepts, terminology, principles, and procedures at a journey level.
- Ability to conduct legal research using various resources.
- Strong organizational skills and ability to manage a large caseload and meet deadlines.
- Ability to interpret statutes and regulations and analyze fact patterns to reach sound legal conclusions.
- Willingness to maintain a work environment free from discrimination and harassment.
- Ability to complete state-mandated training timely.
- Regular attendance and punctuality.
Preferred Qualifications
- Experience drafting a variety of legal documents and correspondence in support of attorneys.
- Experience conducting thorough legal analyses and prosecuting procedural violations.
- Experience analyzing complex legal issues and drawing conclusions.
- Excellent interpersonal skills and ability to work cooperatively with management, attorneys, peers, courts, and the public.
Compensation & Benefits
- Salary range: $5,529.00 - $6,922.00 per month.
- New state employees typically start at the minimum salary.
- Position is permanent, full-time.
- Eligible for hybrid telework subject to operational needs and state telework policies.

Location
- Work location is in Sacramento County, California.
- Offices are located in Downtown Sacramento and Rancho Cordova, both accessible by light rail.
- Work environment includes climate-controlled cubicles and offices with artificial lighting.
Additional Information
- Position requires successful completion of a background investigation including fingerprinting.
