Overview

This role supports the organization’s compliance with public procurement laws, regulations, and internal policies, helping protect organizational assets and reputation.

The Government Compliance Counsel supports the Government Compliance Officer and Director of Government Compliance in implementing and managing the Government Compliance program. The role also serves as a subject matter expert on public procurement rules and Government Compliance obligations, including conflicts of interest risks when working with government clients and post-government hiring rules for current and former government employees. The Counsel helps Legal and the business understand and apply the Government Compliance program.

Coordination includes working with internal teams and, when necessary, outside counsel.

Responsibilities

  • Support the implementation and execution of Government Compliance program initiatives, including:
    • Development and delivery of Government Compliance training
    • Development, review, and implementation of Government Compliance policies and internal controls
    • Planning and drafting Government Compliance communications with internal stakeholders
    • Working with senior management and outside counsel to conduct risk assessments, recommend improvements to the Government Compliance program, and support implementation of adopted recommendations
    • Building Government Compliance and monitoring tools to help executives flag, escalate, and mitigate compliance risks
  • Provide objective, practical advice and solutions to businesses and Legal professionals regarding compliance with:
    • Public procurement rules and Government Compliance obligations
    • The organization’s Code of Business Ethics
    • Government Compliance policies
    • Related policies
  • Collaborate with Legal to identify, analyze, and mitigate Government Compliance risks
  • Collaborate with Legal Mergers & Acquisitions and Corporate Development to identify, analyze, and mitigate substantive Government Compliance issues
  • Collaborate with CORE to:
    • Share Government Compliance thought leadership by staying abreast of compliance industry best practices and changes in laws and regulations
    • Assist in developing related policies to address business and legal requirements
  • Conduct localized training on Government Compliance issues
  • Respond to and help manage internal audits and internal investigations related to Government Compliance issues
  • Assist Litigation & Disputes to respond to government inquiries or investigations related to Government Compliance issues

Work Requirements

  • Some travel required at times
  • Ability to work with and manage resources remotely

Basic Qualifications

  • JD or equivalent law degree
  • Minimum of 5 years as a Compliance Attorney with expertise in public procurement rules and US Government Compliance obligations

Preferred Qualifications

  • Experience with a law firm or global corporation
  • Familiarity with the European Union public tender laws and procedures

Professional Skills

  • Deep knowledge of public procurement rules and Government Compliance obligations; knowledge of anticorruption and other related subject matters preferred
  • Deep knowledge of compliance and ethics framework for global corporations related to Government Compliance issues and programs
  • Extensive experience developing Government Compliance programs, including:
    • Preparing policies and internal controls
    • Conducting Government Compliance training
    • Responding to government investigations
    • Drafting and reviewing contracts
  • Good judgment; ability to prioritize and make decisions; ability to anticipate and spot risks before they materialize
  • Strong business acumen and knowledge of the organization’s business strategy (or similar business strategy at another company)
  • Ability to synthesize complex legal analysis into clear recommendations
  • Executive presence and ability to work effectively with senior business leaders and partners from law firms
  • Strong writing and negotiation skills

Compensation & Benefits

Compensation varies based on factors that may include office location, role, skill set, and level of experience. As required by local law, a reasonable range of compensation is provided for roles that may be hired.

  • California: $132,500 to $338,300
  • Colorado: $132,500 to $292,200
  • Connecticut: $132,500 to $292,200
  • District of Columbia: $141,100 to $311,200
  • Illinois: $122,700 to $292,200
  • Maine: $112,900 to $249,000
  • Maryland: $132,500 to $292,200
  • Massachusetts: $132,500 to $311,200
  • Minnesota: $132,500 to $292,200
  • New York: $122,700 to $338,300
  • New Jersey: $141,100 to $338,300
  • Ohio: $122,700 to $270,600
  • Virginia: $122,700 to $311,200
  • Washington: $141,100 to $311,200
