Overview

The organization is seeking an experienced investigator to establish and lead a Central Intake and Investigations Hub. Concerns and allegations arrive from every program and country the organization works in. Each matter requires objective triage, assessment, and documentation, resulting in appropriate findings and recommendations.

This role manages a newly created, standalone function that operates across the organization. The Hub will investigate a range of investigations directly and support colleagues in other functions that handle the remainder. The Senior Manager will lead the most complex investigations personally.

Reports to the Director of Safeguarding and Investigations.

Responsibilities

  • Establish a Central Intake and Investigations Hub across the organization, using an agreed design and making the function practical and widely used.
  • Build relationships with People teams, Internal Audit, Safeguarding, HR Managers, and Country Directors to ensure concerns are handled effectively.
  • Refine intake, triage, and allocation processes based on operational learning.
  • Lead the most complex investigations end to end, including establishing facts, producing findings reports, and making recommendations.
  • Set the investigation standard and provide oversight to ensure quality and consistency.
    • Provide support and quality assurance when Internal Audit or Safeguarding lead a staff-related matter.
    • Decide what training the organization needs and set the direction.
  • Own the record and what it communicates to the organization.
    • Create and manage the system of record for staff matters.
    • Ensure findings and documentation are captured centrally, regardless of who led the case.
    • Run regular reporting and calibration with the People team, Internal Audit, Safeguarding, Country Directors, and ExCo.
    • Sign off on relevant internal and external reporting.
  • Enable the function to operate at scale through responsible use of technology and data.
    • Shape case management system design and controls so staff investigation records sit only where they should.
    • Identify practical opportunities for automation and AI to reduce manual work in triage, documentation, and reporting.
    • Design the Hub so growth in concern volume does not simply mean a larger team.
  • Set up and lead the team.
    • Recruit for and manage Program Manager roles for Investigations and Intake/Reporting (as they are planned after the Senior Manager role has been filled).
    • Set priorities, review work, and build team capability.

Requirements

  • 5–7 years of experience leading workplace (misconduct) investigations, including matters involving senior staff and allegations of sexual misconduct.
    • Ability to run investigations end to end, from terms of reference through findings reports.
  • Experience setting investigation standards and quality assuring other people’s work, not only conducting investigations personally.
  • A working understanding of employee relations and the point at which an investigation ends and an employment decision begins.
  • Experience partnering across multiple countries and legal contexts, including environments where local law shapes how investigations may be conducted and how staff must be treated.
  • Trauma-informed and survivor-centred practice in planning interviews, handling disclosures, and supporting people involved.
  • Demonstrated ability to make technology work for investigative teams.
    • Experience setting up or improving investigative systems, building reporting from case data, or introducing tools that change team workflows.
    • Experience using AI in professional work, including knowing where it helped, where it did not, and how confidentiality was handled.
  • Trusted interpersonal approach and strong professional judgment when holding others accountable while maintaining effective working relationships.
  • Strong ability to influence and motivate stakeholders outside direct reporting lines.
  • Impartiality and evidence-based decision-making, including careful recording of both what can and cannot be established.
  • Comfort designing solutions where priorities are clear but the path is not.
  • Professional fluency in English, plus professional working proficiency in one of French, Swahili, or Portuguese (investigative interviews are often confidential and conducted in these languages).

Preferred Qualifications

  • Exceptional alignment with core competencies, including emotional intelligence, problem solving, project management, follow-through, and fostering inclusivity.
