Overview
The organization is seeking a Regulatory and Licensing Program Manager to lead licensing applications from filing strategy through to approval. New licenses, registrations, or charters are multi-month programs with regulatory timelines that require coordination across multiple teams. This role provides early visibility into sensitive business and regulatory decisions and requires discretion.
This is an individual contributor program management role responsible for running several applications at once, setting standards for future programs, and driving progress by influencing cross-functional stakeholders.
Responsibilities
- Support licensing applications end-to-end, from the case for entering a market through to approval, running several programs at once.
- Build market-specific program plans, including sequencing, dependencies, owners, and dates, and maintain a single plan that teams can execute against.
- Partner with cross-functional teams (including Legal, Commercial, Compliance, Finance, Treasury, Product, Engineering, People & Workplace, and others) to translate regulatory requirements into executable plans.
- Facilitate working sessions and executive steering committee briefings, including agenda setting, framing decisions, and closing the loop on outcomes.
- Track and manage risks across all active programs, own escalation paths, and bring in the right stakeholders early.
- Define and manage reporting and metrics that provide senior leadership and cross-functional partners with an accurate, up-to-date view of every market in the portfolio.
- Establish and evolve scalable service standards for how regulatory and licensing programs are run.
- Support external procurement activities as directed, including scoping, contracting, budgeting, and delivery.
- Strengthen how the global policy organization operates across consultations, submissions, briefings, events, and other needs.
- Serve as go-to program management support across the global policy organization by setting the standard for how programs are run and helping team members improve planning, communication, and execution.
Requirements
- 7+ years of program or project management experience, including at least 4 years supporting regulatory, licensing, legal, or compliance work at a financial services, fintech, or similarly regulated company.
- Direct involvement in at least one license, registration, or charter application from early requirements through submission, or experience in a regulatory examination or remediation carried end to end.
- Experience delivering complex, multi-month programs with multiple dependencies and deadlines not fully under your control.
- Ability to hold senior colleagues to commitments you cannot directly enforce and to raise risk proactively.
- Daily, practical use of AI in your own work, with an understanding of where outputs must be validated by a person.
- A track record of using AI to build, not just prompt—such as shipping reporting workflows, automations, or internal tools used by others (examples mentioned include Claude, Vibebox, or equivalent).
- Strong written communication; ability to synthesize inputs into a one-page status executive can act on.
- Discipline to follow requirements through to close and sound judgment with confidential and privileged information.
- Flexibility in working hours to support licensing and regulatory activity across time zones, including occasional deadline- or regulator-driven demands outside normal business hours.
- Familiarity with generative AI models (ChatGPT, Gemini, etc.) and prompt development.
Preferred Qualifications
- Familiarity with stablecoin and digital asset regulatory questions, including reserve composition and attestation, redemption, safeguarding of customer funds, and payments, e-money, and virtual asset regimes.
- Experience working with one or more high-bar financial services regulators in any major jurisdiction.
- Fluency in an additional language.
- Bachelor’s degree in a relevant field or equivalent experience.
- Experience or familiarity with Slack, Apple MacOS, and GSuite.
Compensation & Benefits
- Base Pay Range: $140,000 - $170,000
