Overview

This role is a regulatory and licensing program management position focused on driving licensing applications from filing strategy through to approval. New licenses, registrations, and charters are multi-month efforts on a regulatory timeline, requiring coordination across multiple teams. The program manager will gain early visibility into sensitive business and regulatory decisions and must handle confidential and privileged information with discretion.

The position is an individual contributor program leadership role that runs multiple applications at once, defines how this function operates, and helps set the standard for future licensing programs.

Responsibilities

  • Support licensing applications end-to-end, from the case for entering a market through to approval, running several programs at once.
  • Build and maintain program plans for each market, including sequencing, dependencies, owners, and dates.
  • Partner with cross-functional teams (Legal, Commercial, Compliance, Finance, Treasury, Product, Engineering, People & Workplace, and others) to translate regulatory requirements into executable plans.
  • Facilitate working sessions and executive steering committee briefings, including setting agendas, framing decisions, and closing the loop on outcomes.
  • Track and manage risks across all active programs, owning the escalation path and bringing in the right stakeholders early.
  • Define and manage reporting and metrics to provide senior leadership and cross-functional partners with accurate, up-to-date visibility across the licensing portfolio.
  • Establish and evolve scalable service standards for how regulatory and licensing programs are run.
  • Support, as directed, external procurement activities across scoping, contracting, budget, and delivery.
  • Strengthen how the global policy organization operates by applying consistent discipline to consultations, submissions, briefings, events, and other needed activities.
  • Serve as the go-to resource for program management across the global policy organization, setting the standard for planning, communication, and execution.

Requirements

  • 7+ years of program or project management experience.
  • At least 4 years supporting regulatory, licensing, legal, or compliance work at a financial services, fintech, or similarly regulated company.
  • Direct involvement in at least one licence, registration, or charter application—from early requirements through to submission—or end-to-end experience in a regulatory examination or remediation.
  • Experience delivering complex, multi-month programs with many dependencies and deadlines you do not control.
  • Ability to hold senior colleagues to commitments you do not have authority to enforce, and to escalate risks before they feel comfortable.
  • Daily, practical use of AI in your own work, including knowing where human verification is still required.
  • A track record of building with AI—such as shipped reporting workflows, automations, or internal tools that other people use—in environments like Claude, Vibebox, or equivalents.
  • Strong written communication, including the ability to turn a large set of inputs into a one-page executive status.
  • Discipline to follow requirements through to close and sound judgment with confidential and privileged material.
  • Flexibility on working hours to support licensing and regulatory activity across time zones, including regular engagement with regulators in other regions and occasional deadline- or regulator-driven demands outside normal business hours.
  • Familiarity with generative AI models (ChatGPT, Gemini, etc.) and prompt development.

Preferred Qualifications

  • Familiarity with regulatory questions specific to stablecoins and digital assets, including reserve composition and attestation, redemption, safeguarding of customer funds, and the payments, e-money, and virtual asset regimes that govern them.
  • Experience working with one or more high-bar financial services regulators in any major jurisdiction.
  • Fluency in an additional language.
  • Bachelor’s degree in a relevant field or equivalent experience.
  • Experience or familiarity with Slack, Apple macOS, and GSuite.
