Overview

This role is a Regulatory and Licensing Program Manager position focused on driving licensing applications from filing strategy through to approval. Licensing, registrations, and charter requests are multi-month programs that require coordination across teams, with frequent handling of sensitive business and regulatory information.

The role requires real regulatory depth, program management across multiple concurrent applications, and the ability to influence without direct authority. You will define how the function operates as an individual contributor, partnering closely with policy and legal stakeholders and working with executive leadership.

Responsibilities

  • Support licensing applications end-to-end, from building the case for entering a market through to approval, running several programs at once.
  • Build market-by-market program plans, including sequencing, dependencies, owners, and dates, and maintain the plan as the source of truth.
  • Partner with cross-functional teams, including Legal, Commercial, Compliance, Finance, Treasury, Product, Engineering, People & Workplace, and others to translate regulatory requirements into executable plans.
  • Facilitate working sessions and executive steering committee briefings, including setting agendas, framing decisions, and closing the loop on outcomes.
  • Track and manage risks across all active programs; own escalation paths and ensure the right stakeholders are involved early.
  • Define and manage reporting and metrics that provide senior leadership and cross-functional partners with accurate, up-to-date visibility into the licensing portfolio.
  • Establish and continuously evolve scalable service standards for running regulatory and licensing programs.
  • Support external procurement activities as directed, including scoping, contracting, budget, and delivery.
  • Improve how the global policy organization runs consultations, submissions, briefings, events, and related activities by applying consistent program discipline.
  • Serve as the go-to program management resource across the global policy organization, setting standards and helping team members strengthen planning, communication, and execution.

Requirements

  • 7+ years of program or project management experience.
  • At least 4 years supporting regulatory, licensing, legal, or compliance work at a financial services, fintech, or similarly regulated company.
  • Direct involvement in at least one licence, registration, or charter application from early requirements through submission, or experience in a regulatory examination or remediation delivered end to end.
  • Experience delivering complex, multi-month programs with many dependencies and deadlines you do not control.
  • Ability to hold senior colleagues to commitments you cannot formally enforce and to raise risks before they feel comfortable.
  • Daily, practical use of AI in your own work, including using it first for research, analysis, and internal reporting while knowing where outputs still require verification.
  • A track record of building with AI (not only prompting), including shipped reporting workflows, automations, or internal tools used by others in environments like Claude, Vibebox, or equivalent.
  • Strong written communication skills, including turning a large set of inputs into a one-page executive status update.
  • Discipline to follow requirements through to closure, with strong judgment handling confidential and privileged material.
  • Flexibility on working hours to support licensing and regulatory activity across time zones, including regular engagement with regulators in other regions and occasional deadline- or regulator-driven demands outside normal business hours.
  • Familiarity with generative AI models (e.g., ChatGPT, Gemini) and prompt development.

Preferred Qualifications

  • Familiarity with regulatory questions specific to stablecoins and digital assets, including reserve composition and attestation, redemption, safeguarding of customer funds, and the payments, e-money, and virtual asset regimes that govern them.
  • Experience working with one or more high-bar financial services regulators in any major jurisdiction.
  • Fluency in an additional language.
  • Bachelor’s degree in a relevant field, or equivalent experience.
  • Experience or familiarity with Slack, Apple MacOS, and GSuite.

  • Base Pay Range: $140,000 - $170,000
