Overview

The organization is seeking a Regulatory and Licensing Program Manager to drive licensing applications from filing strategy through to approval. This is a program management role with real regulatory depth, involving multiple simultaneous applications and early exposure to sensitive business and regulatory decisions.

Responsibilities

  • Support licensing applications end-to-end, from the case for entering a market through to approval, managing several programs at once.
  • Build and maintain program plans for each market, including sequencing, dependencies, owners, and dates, and ensure the plan is the single source of truth.
  • Partner with cross-functional teams, including Legal, Commercial, Compliance, Finance, Treasury, Product, Engineering, People & Workplace, and others to translate regulatory requirements into executable plans.
  • Facilitate working sessions and executive steering committee briefings, including agenda setting, framing decisions, and closing the loop on outcomes.
  • Track and manage risks across all active programs, own the escalation path, and engage the right stakeholders early.
  • Define and manage reporting and metrics to provide senior leadership and cross-functional partners an accurate, up-to-date view of each market in the portfolio.
  • Establish and evolve scalable service standards for how regulatory and licensing programs are run.
  • Support external procurement activities as directed, including scoping, contracting, budget, and delivery.
  • Strengthen the global policy organization’s execution processes across consultations, submissions, briefings, and events.
  • Serve as the go-to program management resource across the global policy organization, setting standards for planning, communication, and execution.

Requirements

  • 7+ years of program or project management experience, including at least 4 years supporting regulatory, licensing, legal, or compliance work at a financial services, fintech, or similarly regulated company.
  • Direct involvement in at least one licence, registration, or charter application from early requirements to submission, or end-to-end participation in a regulatory examination or remediation.
  • Experience delivering complex, multi-month programs with many dependencies and deadlines you do not control.
  • Ability to hold senior colleagues to commitments without direct enforcement authority, and to raise risk before it is comfortable to do so.
  • Daily, practical use of AI in your own work, including knowing where human verification is required.
  • A track record of building with AI (not only prompting), including shipping reporting workflows, automations, or internal tools that others use in environments like Claude, Vibebox, or equivalent.
  • Strong written communication, including the ability to synthesize inputs into a one-page executive status update.
  • Discipline to follow requirements through to closure and strong judgment with confidential and privileged material.
  • Flexibility on working hours to support licensing and regulatory activity across time zones, including occasional deadline- or regulator-driven demands outside normal business hours.
  • Familiarity with generative AI models and prompt development (e.g., ChatGPT, Gemini).

Preferred Qualifications

  • Familiarity with regulatory questions specific to stablecoins and digital assets, including reserve composition and attestation, redemption, safeguarding of customer funds, and payments, e-money, and virtual asset regimes.
  • Experience working with one or more high-bar financial services regulators in any major jurisdiction.
  • Fluency in an additional language.
  • Bachelor’s degree in a relevant field or equivalent experience.
  • Experience or familiarity with Slack, Apple macOS, and GSuite.
